Hi,
I've been using Blackvue Downloader for a while and been working well but since last couple of weeks the app could not connect to the dashcam for some reason despite retrying indefinitely.
I can ensure that the dashcam is connected to my home network with the correct IP address as I can access the camera through Blackvue official app on the "Cloud" section and am able to retrieve videos from there.
Note: I don't have the external SIM device Blackvue provides as an extra.
Tried the usual things like rebooting both the dashcam and the PC
Is there anything else I could try?

Seems a bit strange to be working and now not. At a guess probably still the IP address of the camera?

Changing 10.99.77.1 IP address to what you think the IP address is:
If this connects even more Strange, and turn on debug logging (press the ? Mark) and have a look a log - May be obvious error message; but if not welcome to forward to me - details on website.
Very occasionally the SIM card gets corrupted and won’t download a single corrupted file. This then disconnects the connection process shortly after started - the log should show though.
I am testing a new updated version for 900x (fixes a few of the GPS tracking issues and adds selected date/time download priority)- but current store still should work fine.

I don't have the car near me now to give it a try on the links you provided.
However looking at the logs it does say the destination host is unreachable in all the attempts.
Will try these links tonight and will let you know

Ok - please let me know if ongoing issues
For whatever reason your dashcam, can’t seem to connect to that IP address.
Have you set up fixed up address in Router?
Otherwise may be network issues on that computer, multiple networks etc..

I can confirm I was not able to load the following links despite the camera being connected to Blackvue Cloud.

Camera as always been set up as a fixed IP address in the router.
The thing is every wifi devices in the house are working fine but the dashcam.
Not sure what and where to look at now

If so - the fixed IP for some reason is not so fixed....
Probably search for camera in wifi router and see if can find attached to another IP address....

Return nothing with correct IP address?

- by what? If router it is probably wrong.
- by Blackvue Downloader - will need log; but your log above certainly is not connected.
Failing further info - could try the correct IP/config etc from different computer/devices and see if is device specific/windows firewall specific to that computer.

Right, problem solved!!
It turns out there was a vpn service (Avira Phantom VPN Pro 2.34.3.23032) running as a Windows Service which apparently conflicted with this app.
Removing the vpn seems to have fixed this.
